Constitution

Welsh Lawn Bowls is the national governing body for flat green outdoor bowls in Wales, and this Constitution sets out how the sport is organised, governed and safeguarded at national level. It explains who can be a member, how the organisation is run, and the key rules and protections that apply to all affiliated counties, clubs and bowlers.

What this Constitution does

  • Defines Welsh Lawn Bowls as the sole, not‑for‑profit governing body for flat green outdoor bowls in Wales, working to foster, promote and regulate the sport across the country.

  • Links the Constitution to core policies such as disciplinary, appeals, safeguarding, equality, data protection, anti‑doping and codes of conduct, which must be read alongside it.

  • Sets clear objectives, including promoting safe participation, protecting children and adults at risk, resolving disputes, and ensuring equal opportunities in bowls.

Who it applies to

  • Covers County Associations, their affiliated outdoor flat green clubs, and approved associate members, all of whom must meet the standards laid down in this document.

  • Describes how counties and clubs join Welsh Lawn Bowls, what information they must supply, and the conditions under which they may withdraw, including loss of rights if they leave.

  • Explains the system of affiliation fees, levies and subscriptions for counties, clubs and individual members, and the consequences of late or non‑payment.

How Welsh Lawn Bowls is run

  • Outlines the officers (such as President, Secretary, Treasurer, Competition Secretary and others) and the Executive Committee responsible for day‑to‑day management and decision‑making.

  • Describes how officers are elected, how vacancies are filled, how sub‑committees and team managers are appointed, and how often the Executive meets to conduct business and control finances.

  • Includes provisions for emergency decision‑making, representation at World Bowls, British Isles and Bowls Wales meetings, and the operation of a gender‑based rota for the Presidential chain from December 2025.

Meetings, voting and changes

  • Sets out how Annual General Meetings and Special General Meetings are called, who may attend and vote, and what constitutes a quorum.

  • Provides a framework for Notices of Motion, life membership, and how amendments to the Constitution can only be made at an AGM or SGM with proper notice and without further amendment on the day.

  • Details standing orders for how meetings are conducted, including speaking rules, amendments, voting procedures and quorum requirements for sub‑committees.

Competitions, laws and appeals

  • Confirms that the current World Bowls Laws of the Game are binding on all member clubs, and that open tournaments must be licensed and run under conditions set by the Executive.

  • Explains how disputes, appeals and disciplinary matters are handled, including the role of the Executive Committee, the route of appeal and possible sanctions for non‑compliance.

  • Adds clarifications and appendices covering associate members, bowling levies, other approved associations, team selection arrangements and an amendment history showing the latest revisions in 2025.
